VoxMapp is an award-winning French social enterprise created in 2013 supporting accountability and good governance through data gathering and community inclusion. We provide advice and technical support in the development of pro-accountability projects using data and machine learning.

Third-Party Project Monitoring System (Afghanistan)
Between September 2022 and March 2024, VoxMapp joined forces with the Asian Development Bank (ADB) and its local partners FAO, UNDP, UNICEF, and WFP to verify the use of a grant given by the ADB to Afghanistan.
The project supports (i) enhancing food security, (ii) maintaining provision of core public health services, (iii) sustaining access to primary and secondary education, especially for girls, and (iv) ensuring project implementation and monitoring capacity.
VoxMapp is responsible for providing the software, train the enumerators, and execute the data collection of the Post-Distribution monitoring (PDMs) baselines in order to monitor the progress of programmes throughout the country.

Global Fund Asset Management System (Afghanistan)
From October 2022 to September 2023, VoxMapp worked in collaboration with the United Nations Development Programme (UNDP) Afghanistan and the Global Fund to develop and implement an asset management system for inventory, tracking, and physically verification of the assets. The system uses individual QR codes and IDs to uniquely identify the assets.
This solution is currently being used to keep track of all the assets used in the Global Fund programmes for Tuberculosis (TB), HIV, Malaria, and Covid19. The asset’s current condition, remaining lifespan, location, purchase value, depreciation, etc can be traced and actions can be taken when assets exceed its useful life, break, become unuseful, or are just not being utilized correctly.
The questionnaires allow for new asset registration, old asset QR code matching, asset verification, transfers tracking, and disposals/write off follow ups.

Covid-19 Vaccine Tracking Application (Afghanistan)
Amid July 2021 and October 2022, VoxMapp developed a supply chain tracking tool to follow the distribution of COVID19 vaccines across Afghanistan. The system is adapted to the Afghan challenging environment.
VTApp uses QR Codes to follow the vaccine batches, identify health facilities with insufficient stock levels, and identify other needs.
Unfortunately, this project ended due to the political situation in the country. However, the system was transformed into the Global Fund Asset Management System.

Covid-19 Monitoring and Evaluation System (Afghanistan)
Starting in April 2020 to December 2021, in partnership with the United Nations Development Programme (UNDP) and Integrity Watch Afghanistan (IWA), VoxMapp developed Afghanistan’s first monitoring solution to collect third party inputs on 1,345 health facilities’ COVID19 preparedness.
The solution allows a set of users, health facility managers, Ministry’s monitoring teams, and third party monitors to collect and analyze information about the health facilities’ current situation.
The data is centralized and analyzed providing decision makers with customizable dashboards to help them define priorities in health management.
The data is available on www.covid19.af and it was used by over half a million people in the year 2021.

AI Based Anti-Corruption Tool (Bangladesh)
From July 2019 to February 2022, VoxMapp worked in collaboration with Transparency International Bangladesh and Nascenia on the conception and design of the world first comprehensive solution to fight corruption using artificial intelligence and community engagement: the PACTApp.
This solution is currently being deployed across Bangladesh and will allow to support the improvement of public services in key areas such as: health, education, and climate change, using data inputs from citizens and providing them with guidance to improve the quality of the services they receive locally. Therefore, reducing mismanagement and corruption.
The data generated through PACTApp is offering a very granular measure of development indicators, useful for better public budget expenditures and SDG measurements.
Mapping Public Infrastructure (Afghanistan)
Between 2018 and 2020, in collaboration with Special Inspector General Afghanistan Reconstruction (SIGAR) and Integrity Watch Afghanistan (IWA), VoxMapp developed a data collection tool and a methodology to conduct the first systematic Public Infrastructure Census in Afghanistan.
The census mapped thousands of infrastructures such as: schools, hospitals, roads, bridges, irrigation canals, markets, mosques, courts, police stations, etc. along with 100 000 pictures associated to them. Each infrastructure’s data included a specific questionnaire, metadata, geodata, media, and other key information associated to it.
This is the first time that such a macro data collection was conducted in Kapisa, Afghanistan. As a result of this project, VoxMapp gained a solid experience in working in the Afghan environment to overcome constraints in geolocalized data collection.
